Open standards and MaaS: building the digital infrastructure for mobility
Since 2021, I’ve been leading a series of initiatives at La Fabrique des Mobilités to standardise the data, services, and business models that support digital and service-based mobility (Mobility-as-a-Service — MaaS) in France. The mission: to provide cities, operators, and industry players with a shared, open, and interoperable foundation to support both ecological transition and a better user experience.
Over the past four years, these efforts have led to the emergence of a national roadmap, a collaborative community, technical benchmarks, and barometers now used by public agencies and local authorities.
Context and objectives
- Making MaaS a public good — a framework of open standards to prevent vendor lock-in and ensure data sovereignty.
- Aligning national strategy (France Nation Verte’s Digital & Data roadmap) with local needs.
- Empowering local authorities to digitise mobility benefits and tickets, and measure the effectiveness of their mobility policies.
- Informing decision-makers — public and private — about sustainable business models through working groups and dedicated research.
What was built
- A national roadmap for MaaS standards, articulated across data, services, and business-model layers.
- A collaborative community (operators, cities, industry, research) meeting regularly through FabMob working groups.
- A series of technical benchmarks and barometers tracking maturity and adoption across regions and operator segments.
- Public reports and guides, open-licensed and freely reusable.
My role
- Programme lead — defining the scope, building the community, keeping national and regional stakeholders aligned.
- Author / co-author of several reference documents and barometers.
- Advisor to France Nation Verte and local authorities on MaaS strategy and implementation.
